The Сompetence of Non-state Expertise will be Expanded
State Duma Committee on Land Relations and construction has started preliminary work on the draft bill "About Amendments to the Town Planning Code of the Russian Federation." The bill corrects the amendments made to the "Town Planning Code of Federal Law" № 337 FZ, dated November, 28, 2011, in the formation of non-governmental Institute for Expertise. It is proposed to enhance non-governmental organizations' capacity to attract expertise to review design documentation of individual capital construction projects by extending the competence of these organizations.
In particular, the bill proposes to exclude technically complex objects requiring no declaration of industrial safety from the jurisdiction of State Expertise. Besides only state expertise from the category of unique buildings. These are objects with a height of over 100 meters, or with spans of more than 100 meters. It is also recommended to exclude the objects associated with placement and disposal of wastes of IV - V hazard classes (different types of construction waste).
According to the authors of the bill. in respect of these objects, sufficient regulatory and technical base has been developed and tested. Verification of project documentation for these facilities can be done by non-state expertise as provided by Urban Development Code of the Russian Federation.
The document was sent for expertise to relevant ministries, Duma committees and Legal Department of the State Duma. The document was also sent for approval to construction organizations and academic institutions, regional authorities. In the State Duma committee on land relations and construction, they plan to start preparations for the first reading of the bill in June this year, after the expertise have been made.
