In the register of mandatory requirements of the Ministry of Internal Affairs of Russia entered SP 253.1325800.2016 «Engineering systems of high-rise buildings».

the obligation to comply with the requirements of SP 253.1325800.2016 «Engineering systems of high-rise buildings» on SMIS in construction, major repairs

1. SP 253.1325800.2016 published on June 25, 2025. in the register of requirements of the Ministry of Education and Science of Russia on the site Stroycomplex.RF - in the food state information system providing urban development activities.
2. The scope of application of SP 253.1325800.2016 covers the design of engineering systems for newly built and rebuilt public buildings with a height of more than 50 m and residential buildings with a height of more than 75 m, including multifunctional buildings and single-purpose buildings, (further on the text of high-rise buildings).
3. List of requirements to be applied in the performance of engineering studies, architectural and building design, carrying out the examination of project documentation and (or) the examination of the results of engineering studies, construction, reconstruction, major repair, operation and demolition of capital construction facilities (hereinafter also - the register of requirements) in accordance with art. 7.20) The Civil Code of the Russian Federation is formed and conducted by the state authority of the Russian Federation in the field of construction activities.
4. The register of requirements shall include requirements for documents specified in article 49, paragraph 5, of the Civil Code, including:
1) Technical regulations;
2) to the safe use of nuclear energy;
3) to industrial safety;
4) to ensure the reliability and safety of electricity systems and facilities;
5) to the anti-terrorist protection of the facility;
6) to the developer or technical customer for design.
1) 1.1 This rulebook covers the design of engineering systems for newly constructed and reconstructed public buildings with a height of more than 50 metres and residential buildings with a height of more than 75 metres, including multi-purpose buildings and single-purpose buildings (hereafter high-rise buildings).
2) 13.5.1.4 The volume of dispatching depends on the installation of engineering systems. SACU shall comply with GOST P 22.1.12.
3) 13.5.2.8 Monitoring systems for the main elements of high-rise buildings built under complex engineering and geological conditions (sedimentation and swelling soils, karst and landslide phenomena) should ensure timelyinformation on the change of strength of the load-bearing structures of the building and reduction of its resistance to take the necessary safety measures, comply with the requirements of GOST P 22.1.12.
4) 13.6.1 Building condition monitoring systems (IMS, MICS) should be provided in accordance with GOST P 22.1.12, GOST P 22.1.13, GOST P 22.1.14.
